Had something recently that restored my faith in police somewhat, had been away and was dropping my missis off at her place, probably about midnightish and noticed I was being followed by a police van, for about a mile if not more, I spun round and parked at her house and knocked the engine off and the van stopped over the road, as I got out the copper goes "looks nice mate, can't be many of those about now?" To which I replied "nah, not too many about now really" then he asked if I lived there, explained that it was my girlfriends and told him what road I lived on then proceeded to have a chat about the car then he wished me a goodnight and left.
I would hazard a guess that he was trying to determin of the car was stolen or not, which was later strengthened when I found out some travellers had moved in local, nice to know that coppers are aware of retros getting pinched and actually bother to do something

I wouldn't waste time in a pinto turbo setup, or tuning an na one for that matter, i had a full on race spec engine that had hundreds poured into it and it still wasn't quick enough, to the point a zetec on twin 40s wasn't far off the pace, got a ca18det engine in mine, donor cars are getting harder to get at a decent price, the engines can be reliable enough, check the sxoc for some tips on making it more reliable, a lot of the problems stem from oil clogs and subsequent starvation to the bottom end, cossies i would avoid, stupid money and they aren't the most reliable things in the world once you start with the mods, duratecs and zetecs are a good option, cheap to buy, especially a zetec, nowt to stop you buying one, slapping on a turbo, if it goes bang then buy a new engine, obviously new internals would be ideal, but they can take about 6psi as standard and remain reliable, 2.9 24v are a good engine, but some parts are hard to source now and can be expensive, not much scope to tune, but they do have decent bhp and torque as standard, especially in a light Capri, but mpg isn't gonna be great, a v8 would be awesome, but again...mpg would be fairly poor!

£60 a spring isn't a bad price, far better option than blocks too, especially if you're wanting a big drop, plus you have already said you don't really want to use blocks, they are really your only 2 options

when i fitted the CA18DET engine into my Capri i had the same problem, i ended up using the whole pedal from the s13, bolts through the bulk head and has a little pot on the engine bay side, easy and cheap

Does the axle sit on top of the leafs? If so and if they are single leafs you could get them decambered so they are flatter, if that doesn't give you the desired lowness you could then add lowering blocks

when the old capri was on the road i used to get asked if i would sell it a hell of a lot, also had a fair few people taking photos of it or complimenting it etc etc which is always nice, you do get the occasional "i used to own a 2.8i laser/3ltr injection" and such, but for the most part they were nice chats the sierra gets a bit of attention, had a few people ask if i would sell and a few compliments on it too, but thats just proper petrol heads, a lot of people just see another 4-door saloon, to the point someone asked if i owned the Mondeo one day in work haha, they liked the wheels...not quite as stand out as the capri, which is nice in a way, sometimes you don't want to stand out

38DGAS gets my vote too, you can get em with an auto choke so no need to move to a manual choke
