Bit of an odd one this.
My Dad has a Mk2 Jag - it's not been on the road for 20 years but it is a real car that he owns and has properly registered to him.
He's received a letter from the DVLA saying that someone else has applied to use the registration number - and that the DVLA apparently have to honour the request.
This is quite obviously ridiculous - the car is awaiting restoration and will be returned to the road, and we want to keep the existing registration on it. Surely some opportunist can't come along and claim it for himself.
What do I do...?

as said, call the DVLA or send them a letter stating that the car is about to undergo a full restoration and you want to keep the plate with the car
write it down that it will return to the road..

I'm sure that the DVLA cant do anything unless they have no response from the last registered keeper, so as above, give them a call.

Write to them. Calling them won't be recorded and no record may be kept. Write them a strongly worded letter making it clear the registered keeper is not giving up the rights to the registration mark, and the car currently displaying it will be undergoing restoration and ultimately will be returned to the road. Write it down, and send it recorded delivery.

Writing would take to long, I'd ring them like the others have said, Explain the situation to them and then maybe write a letter just to cover your . What a crazy story though, i really wouldn't of thought that they can do that?.

Phone and write.
Basically someone is trying to ring another Jag somewhere and thinks your dad's is long gone so has applied for the logbook.
Easy enough to do, find somewhere with loads of photos of cars from years ago and run the plates on the DVLA website until you find one which comes up as a valid plate but one which was "licence expired" 20 years ago and hope its one which was scrapped not one which is in someone's garage or barn...

another thought...
Is the car at your dad's house or is it in a lockup or storage unit somewhere? If the latter then some well intentioned person might be trying to "save it" as we often get asked about on this forum "can't I just apply for the log book its obviously been abandonned?"

I lost my Seville by someone doing that. Mostly my fault, because I forgot to change the address on the log book when i moved. It ws in a council lockup and i was working in France. Came back one weekend and decided to do some work on it. Got to the garage and it was empty. Long story short, The council took the doors of the garages to put new ones on and I assume that someone spotted it in there (it was a bit of a shed at the time so I guess they 'May' have thought it was dumped.), must have spent some time looking at the garage to see of the door was ever opened, which it wasn't because I was away. They applied for a log book, DVLA wrote to the old address, no reply so they just issued the book. The police wouldn't do anything, because they said it was 'Legally registered' and they could not give me the name and address of the new keeper. Finally, six months later I got through to a nice woman at DVLA who told me who it was currently registered to but, by the time I got that info and went round to the address, the car and the thieving little scrote were long gone. Really miss that car...

They don't have to honor anything re-read the paperwork? i got one last month they asked if i was still the regesterd keeper as they had been sent a request to change the keeper without the new keeper slip, i shot straight to the nearest DVLA office and sorted it in about 20 mins, i took a letter with me that i was goimg to post and the copyed it into the computer there and there and put a marker on the file to make it easy to find should another request come in. I reported the matter to the police as it's fraud, wether they do anything is another matter

yu need to SORN the vehicle not just keep it in a lock up, that way the record is live, but remember if you don't renew it every year, it could still get sold, as a previously issued but not currently registered VRM.

if I remember right, you can't sorn a car that hasn't been taxed since before SORNing came about. Or something.

making it clear the registered keeper is not giving up the rights to the registration mark, Erm... don't the DVLA retain the rights to VRMs? You can't claim any right on something that is only issued to you, not transferred into your ownership.

The DVLA won't reissue a previously issued VRM (or at least they wouldn't last I checked, things change) basically because even cars which have been declared scrap or exported do come back onto the road and the DVLA's preference was always to maintain cars with the original VRM where possible. Certainly it becomes a PITA to them if they reissue a VRM which then turns out to still be on an existent car.
In any case they write to the registered keeper, you usually have 14 days or 21 days or something to respond. 99% of the time this is because your or I bought a car and the previous keeper CBA to post the V5C off - or had lost it - so we we have to apply to the DVLA for a log book and then they write to the previous owner the same letter the OP got "Do you still have this car?"
