You see most of the folks up my street fixing their own cars (it's that kind of place) and it doesn't cause anyone any harm. And what about the selling, does this cover anyone sticking a 'for sale' notice in their car, or what? It's already an offence for someone to have more than two cars for sale privately within a short distance of each other, i can't see why they'd want to tighten the law any more.

So long as they don't go back to that "storage of waste" directive which wold have given councils powers to come onto private land to remove cars without T&T.

... the only injury I sustained was a bumped head when I let the seatbelt of without realizing the car was upside down and that's not really the car's fault.

this is it.... it's always been illegal to cause a nuisance in the street, whether it be by repairing cars, knocking down walls at 7am, having a fight - whatever.
the problem is that the government now want to make it a seperate offence, so every busybody in the land is going to twich their curtains, see you fixing your motor and call the plod, who just love giving out on-the-spot fines. Not because you're causing them a nuisance, but because they read in the Daily Mail that you're not allowed to do that any more.
Why? The original laws were more than adequate.

I've got a VW specialist near me - JBS Autodesigns - that's £30 hour flat rate. i nearly fell over when he told me. Top quality work too, ready on time, and usually something to perv over in the carpark

Indeed, and according to SteB's link, the defendant is required to prove that they weren't causing a nuisance etc etc, rather than the prosecution / local council. What happened to that basic principle of 'innocent until proven guilty'

So what happens if you can prove that the work you're doing is essential for safety reasons - i.e.: if you tried to take it to a garage you may have an accident as the car is dangerous to drive, surely that's good enough reason to be working on it in situ? Obviously if you've got wires trailing all over the pavement, half the contents of the sump dumped all over the road and the angle grinder at full chat on the A pillars in the middle of a roof-chop, I wouldn't think they'd have much sympathy really. It's just irritating that these "laws" are created so they can pick on regular citizens and boost their crime figures - law-abiders are easier to catch than criminals.
... Hmm, i wonder how my nice new residential flat with carpark and garage is going to take to my fleet tinkering antics! Most new builds since the 1980s have a deed of covenant which prevents you from working on cars at or on the property. A mate of mine was telling me that the one he has with his 1990s build states that cars may only be worked on during the hours 10 am - 6 pm and any work which cannot be completed in one day session is not permitted to be done at all. They are also not allowed to park "multiple vehicles" at the house, nor to have a caravan there.
