Just got this month's Custom Car. In it there's an interesting/worrying article about the SVA regs. It seems that the powers that be intend extending them to "Radically Altered Vehicles" and "vehicles using parts from previously registered vehicles" Some of the regs are a bit worrying :- 1) Seats must be firmly anchored and tilt, recline and slide facilities must be lockable. Most '60's British cars would fail on the "tilt" bit if they're using stock seats. 2)Wipers must self park. 3)Steering wheels with holes or slots in the spokes (Mota-Lita & Mountney!) to be banned, and wheel or column must be impact-absorbing. Another problem for '60's stuff. 4)Tyres must be of the correct speed rating. Written evidence of car's maximum speed to be supplied. 5)Doors must be capable of being latched with a two-stage latch and ablr to withstand 60lb per ft pressure in both postions. Their words, not mine. This could have implications for anything pre-'90's. 6) Emissions. basically only pre-95 engine exempt from having a cat. So a '97 engine in an earlier Mini would fall under this. 7)Interior. There's a load of stuff about minimum radii and protrusions. basically toggle switches are out, so are some rocker switches! It all depends on what the Govt sees as "Radically Altered". For more info, go to :- www.vosa.gov.ukwww.dvla.gov.uk/vehicles/regrebil.htmwww.totalkitcar.comand www.dvlni.gove.uk

4)Tyres must be of the correct speed rating. Written evidence of car's maximum speed to be supplied. Am I right in thinking that it is illegal to have tyres fitted that have a lower speed rating than the cars maximum speed? Back on topic, I'm sure that there are some very dangerously built custom cars / barried up shopping car ts out there (and except possibly for the latter , I'm sure that they are the exception rather than the rule), but this proposal is an extreme overeaction - the regs should be based on the car's original build date, not trying to apply modern standards to cars that were never designed to meet them, even by their original manufacturers.

From what I can see on the DVLA website, if the body shell is modified in any way, it's classed as "radically altered". Don't know if that includes welded on engine mounts, additional suspension brackets (e.g. anti-tramp bars) or turreted shocks.

1) Seats must be firmly anchored and tilt, recline and slide facilities must be lockable. Most '60's British cars would fail on the "tilt" bit if they're using stock seats. Surely this isn't a hard mod to do?2)Wipers must self park. Just rip the mechanism out of some tragic modern heap in the scrappers.3)Steering wheels with holes or slots in the spokes (Mota-Lita & Mountney!) to be banned, and wheel or column must be impact-absorbing. Another problem for '60's stuff. Put on nice sensible steering wheel for the SVA test, then throw it away and put a proper wheel on!4)Tyres must be of the correct speed rating. Written evidence of car's maximum speed to be supplied. That one makes sense to me5)Doors must be capable of being latched with a two-stage latch and ablr to withstand 60lb per ft pressure in both postions. Their words, not mine. This could have implications for anything pre-'90's. WTF?!6) Emissions. basically only pre-95 engine exempt from having a cat. So a '97 engine in an earlier Mini would fall under this. Again, stick cat on for test, then put it in the garage after! ;DI agree they're a bit silly, but anyone capable of building a car that requires an SVA inspection should have the ability to conform to the rules (or bend them! )

I agree with Benz boy. Silly rules, but anyone with a decent toolkit and some imagination ;D should be able to comply with them.

Regarding the tyres. The problem is more the "evidence of max speed" aspect. Where do you get the evidence from? I mean do you get Lancs Police to test it, or do you let some ned from your local MOT station drive it flat out? Regarding the doors. I've got a sneaky suspision that all that bumph is civil service speak for anti-burst locks, which could be an absolute nightmare to adapt. My main moan is that drivers of "our" style of cars (by that I'm also including rods), for the most part build their cars safely-if not to the regulations that more modern cars are subjected to, yet all the morons driving around in dangerously modified fiesta mk3's and the like are not even subjected to SVA, even though they outnumber us substancially. Oh yeah, nearly forgot the test costs £150!

Yeah the max speed thing is completely ridiculous, unless they expect you to take it to Bruntingthorpe proving ground and get a certificate or something! ;D BUT, if you just wanged some Z rated rubber on there no-one's gonna question it I'd have thought

are gatso cameras accurate to use for max speed tests? (please don't !)
seriously though the door latches is a good idea, as doors opening over bumps was not impossible before bear claw type latches (modern) were introduced ie mainly anything pre 60s. yes it would be arkward to convert but not impossible!
will aftermarket steering wheel companies not argue about loss of buisness if they loose there joe public customers?
