Does indeed look that way given the splines. They're not Riley RM or Morris MO Oxford as I just checked!
Are the bolt heads imperial or metric? Might help with narrowing down the search.

Hi, Looking at the size of the nuts in comparison to the bolt diameter, I would guess they are UNF.
