my mate phoned me and told me of an early toyota starlet rear wheel drive that has been in a council lock up from the mid 90s. the garage doors have been damaged and I think some travellers will hiab it or some kids will go in and vandalise it if nothing is done so how can I find out who the owner is so I can try and buy it, I can't think of anything short of putting a note on it with my telephone number stating my interest.

As with all these threads, just give up, its less work to go earn the money to buy a proper one, and less risky.

be prepared for a long fight which even if you win and then put lots of money into the car may still land you up in a police cell with the car you've restored going back to its original owner.
I'm not the only one on here whos had it happen, my bad experiance was a Morris Oxford, when you say you've been looking, i assume you mean "looking for a cheap one" seriously, save up more money and buy a legal one.

I can't think of anything short of putting a note on it with my telephone number stating my interest. I think that's your only legal and sane course of action, anything else is extremely risky. You could, if you're in a public spirited mood and willing to serve as an educational example for your fellow RR Forum readers, follow the often suggested "apply for V5 and tow to your garage" route and see what happens. By way of due dilligence, you could see if it's currently taxed or insured. If you need someone to explain that process in detail it probably means that you're too lazy to use Google and should halt your efforts to obtain the V5 now. *** These checks, of course, prove NOTHING about your right to remove it, you're still potentially plotting TWOCing a car. *** If you're going to try and make a legal claim on it on the basis that it was neglected and abandoned when you happened upon it and you invested time and money in restoring it to it's past glory, you need to get it back to your Bat Cave so you'll probably need a towing vehicle. If you have the cojones to get this far, you need a V62 form to get the DVLA ball rolling - in section 3 I recommend you use the "I cannot produce it for another reason. (Give the reason below)" option and keep your written answer very, very vague to avoid making a fraudulent statement. You'll probably have a couple of weeks of squeaky-bum tightness while you wait and see if you get a V5 or a visit from The Law.

i do not intend just taking it as it belongs to somone who has obviously lost interest in it, all i want to find is who owns it and speak to them with intention of buying it. i would never just take a car, as i would be livid if somone just took one of my other cars.

I know DVLA can't hand over details of the owner, unless it's to pass on bills (in the case of clampers)
So, may be worth trying to get a clampers/etc to see if they can get their contact info, or even asking DVLA to pass on a message... but it's VERY doubtful that they'd do that

Sounds like the owner is someone who doesn't visit the lockup often.
Enquire with the DVLA for the last registered keeper.

just crank up the tune "low rider" by war, put on your best nick cage costume and mask, break in and speed through the town in it... *joke* Put a note on it with your number and nothing else. If you get a call, great, if you don't then don't worry there will be other starlets.

They'll find the owner and maybe tell them who reported it if you wanted them too? Someone will still be paying rent on that garage if it's council owned so i doubt they've forgot about it.

council don't give out contact details - I found that out by trying to find out who rented out a certain building, they couldn't even tell me that!

If you ask nice then someone in the local council will maybe pass on a message to whoever is paying the rent on the garage.
You start off by phoning to report the damage you have spotted, like a good concerned citizen, and then "by the way, could you pass on a note to the person renting that garage..."

If you are worried about the car getting stolen or vandalized then the first thing you need to tend to is to contact the council and let them know about the damage to the door of the lockup so that they can get it sorted.
As for finding out the name of the owner of the car. As people have said elsewhere, it would be difficult for you to get the owner's details from the council or the DVLA although there are surely creative (and probably not legal) ways of doing so.
If it is possible to get into the lockup (and it sounds like it is), best to leave a note prominently displayed on the car. And, perhaps you could discretely look over the car for any evidence of who the owner is (ie parking pass with owner's name, old letters sitting on dash or seat). Of course if the owner, or a council employee shows up whilst you are there, you may have some explaining to do.

You could try ringing the Police with the registration number and making up a plausible excuse why you need to contact the owner. For example, someone parked in front of our door at work the other day so called the Police with the reg number, they called the owner who got it shifted. Just a thought.

The only real option... Is do what i did. There was a mid 50's bug in a council garage near me (its actually still there ) Couldnt find an owner.. No numbers, Didnt belong to the houses near it. I phoned round all different people, inc housing assos, council and police and got nowhere. Then one day i was riding past and saw a neighbour from accross the alley who knew the owner and gave me the address. I went and asked and he said its not for sale and hes going to restore it with his son when hes older. (about 4 atm) Patience does work. But the council wont want to help you.

Stick a note on the windscreen with your details, knock on some doors to try and find out who owns the lock up. Apart from that there isn't much else you can do, realistically the local council (or whoever owns the lock up) won't give you the details of who's paying the rent, data protection act & all that. I can't see how you'd come up with a feasable reason for the police to give you the owners details either, as others have said. Leave it well alone, I learnt the hard way as others on here have aswell. It might not be what you'd want to hear but it's the right thing to do as far as the law is concerned, sticking a note on the windscreen and knocking on some doors will do no harm though. BTW, if it's been sitting since the mid 1990's that means it hasn't turned a wheel for 15+ years. Consider why this is, fugged engine, rot or both? There's usually a reason why cars are left like this for years on end & it's usually a case of the owner keeping it to 'restore it one day' because it's not fit for the road in it's current state. Applying for the V5 isn't an option, the DVLA will contact the owner telling them that someone is trying to register their vehicle.....If I got one of those letters I'd be livid to think that someone spotted a motor of mine & thought I didn't want it and tried to claim ownership. If the travellers lift it then that's the owners & the police's problem unfortunately. Put a note on it & ask at any properties that are close by, it nothing come's of it then keep saving & searching.

supply reg number
say you need to find out who it belongs to because (white lie) its on your land and need it moving or some other excuse. they can give you the details.

My A35 was in MY council lock-up for 10 years - untouched ! Just because nobody is using it daily doesn't mean it's not wanted. I'd write letter to owner asking them to contact you if they are interested in selling. Put in stamped but unaddressed envelope and ask council to sent to current renter of lock-up.
