The DVLA will not give out any info unless you sign a contract and pay for it, i used to work for a garage company clearing debters garages so went through it a few times.
If your council is like mine they wont give a toss either, i contacted them when i found out the local kids were playing in a car in a broken open garage out the back of my house.
It was a crayford corsair!! i finaly i met the owner 3 years later when he came to check on the car, i had to tell him the car had been towed by travellers at 3AM one night 2 tears back and i had seen it on the frag heap a few days later when i was dropping a shell off the shell was mint and fully rebuilt
Same thing with a stag, parked out the back of an empty shop but by the time i found the owner it'd been stolen/fraged and once again i saw it while dropping off a shell on the frag heap, worst thing was i had the keys and V5 (free) and it had a yank V8 in it
