So what's out there then that's pre-2000 and has high mpg figures?
The TDi Golfs (Mk3 or Mk4) can do in the 50s quite easily.
Pug 206/306 but what engine's best?
Nothing scarily slow though, so has to be a TDI of some description!
Anything else?

Mk3 golf TD and tdi as you already said, and the associated. b3 and b4 passats.
For Uber-mileage, the tdi lupos just scrape into your ages limit, and they’re an easy 65mpg.
The 306 Dturbo is a good option also.

KN11 Micra 1.3/1.4s are pretty decent and can get around the 50mpg mark.

My 98 LS400 averaged nearly 40mpg on a round trip down south and back... averages between 24 and 27mpg on the weekly commute. I count that as good for a 300bhp 4.0 v8 luxo-barge! More fun than a diesel Golf 👌

i use a 1900td B3 Passat for daily duties, runs on veg oil so cheap as chips to run

My old Citroen ZX estate 1.9d returned high 40's however it was driven but I sometimes wished it was the TD version.

I regularly get mid-50s with my Austin Seven, but I guess mid-40s running speed doesn't quite meet your requirements!

Just remembered my 406 2.0 Hdi. Not particularly retro but 50+ mpg , nice to drive and towed well.

When I lived in england, my e320 cdi got 40mpg on the commute, managed 50mpg (which was insane) on one run, but I was following a mate driving a rover 75 that he was "just trying limp it home". I never managed less than 30,
B5 passat, 45 to 50 normally. 60+ was possible but challenging.

pugly knocks out 50ish most of the time and while it couldn't be considered fast it always entertains and is properly french shoebox chuckable!

Also the 1990s Peugeot 405 diesel had very good mpg figures, always wanted an executive model

my daily drive is a mk2 astra 1.7 normally aspirated diesel. the worst it ever does is 40mpg, and thats 100% town driving without due care or attention to being frugal.
the most i ever got was trundling up the M1, where it nudged 70mpg
the car is 30 this september and has done 120k miles.
if it has to be turbo then mk3 with isuzu engine will nudge mid 60s

Not that retro. But I had a old Focus TDDI that was brilliant on fuel and went ok too. Used to get 50mpg and never ever went wrong even at 175k.

306 d-turbo, HDi for more refinement. They take a tuning chip well too 2.0 HDi is the one to go for (if considering a 206)

The D-Turbos are good but they're not as frugal as people think IME. I used to get early to mid 40s out of mine. 2.0 HDIs are a vast improvement here. However, in 306 form, they are now getting thin. I debated getting one years ago, but finding one that wasn't shot proved trickier than I thought for then sensible money.
I was going to suggest the 306 mind you. The 106 is a great laugh but the driving position is compromised and the 1.5Ds aren't quick.
A W124 may be advisable. If you can get a 250D Manual, they are great! Sure, they're not quick, but they go along at a nice pace, and in working order do high 40s MPG. I do miss mine a little.

I had a 1997 R-reg Fiat Cinquecento SX with the 899cc push-rod engine that would regularly return an astonishing 70 mpg without trying too hard, yet was also surprisingly nippy, and of course, great for parking in congested areas. Fun to drive too.

I wouldn't call 175,000 miles / 281,000 km high mileage. My daily had 295,943 km on the odo when it stopped counting in January last year and I'm still using it including having done a few big road trips since then so it'll be around 320,000 by now at least. My wife's car has 436,000 km on it as of last weekend.
I've never had a diesel but my EN Civic got 38 mpg hard thrashed on a 1000 mile road trip which I thought wasn't bad and I've had 29 mpg out of a 3.9 litre four speed automatic EA Falcon wagon with six people and their luggage for two weeks on board.
