It's not my job to police whether people are in compliance with legal regulations. While I'd obviously never condone illegal activity in the magazine - I can't be expected to request proof of BIVA certification. Should I also request details of their insurance to make sure they've declared all their modifications? Or do a check to see if the car is currently taxed correctly? I wasn't thinking in terms of you condoning illegal activity but what if the owner was genuinely unaware that he had broken the rules and then had his V5 withdrawn as a result of his car appearing in a magazine? Without wishing to sound mercenary - ignorance is no defence. It could well happen, and it's very unfortunate if it does. I know of no instances where the BIVA has been the issue, but I have on several occasions had to deal with awkward phone calls from insurance companies and the police as a result of there being 'issues' with cars we've featured. One in particular where the guy had bought modifications for his car with stolen credit cards! Yet he still wanted a feature. Occasionally people ask for their numberplate to be blanked, or even remain anonymous, and I never feel entirely happy with this, but as I said it's not my job to police the legality of the cars we feature. All these people are adults, and it's up to them as to whether they conduct themselves within the law or not. Maybe the wisest thing I can do given the confusion surrounding the BIVA is to consider compiling a feature outlining the regulations. That way people can decide for themselves as to whether they want to run 'under the radar' or put their car through the test.

The BIVA feature is an excellent idea - but please get your info from ACE as it would appear that they understand the rules and regulations better than the DVLA/VOSA/DVSA (or whatever they are calling themselves this week) do themselves with advice from them varying depending upon who you actually speak to . . . . .

The difficulty there is quoting 'legal' advice from a non-Govenmental body. I'll have to go through the DVSA press office initially, but I'll read up on what ACE have to say to look out for any potential contradictions. I've actually found the press office to be quite clued up - in that they know the dangers of giving incorrect information to the media - so they do research their answers before passing them on, rather than simply reading off a crib sheet as I suspect the phone operators do.

Car and car conversions used to be my favourite read as it was full of interesting stuff a lot of which falls foul of the iva or hobby tax as it should be called . I doubt anyone doing mods that are outside the current rules without knowing about it hence the lack of people wanting to publicise it .
