Hi folks, I'm currently in the throes of writing a feature about the decline in breakers yards and scrap merchants that will let you retrieve parts yourself, leading onto the evolution of the modern 'racked and stacked' breaker of today. I'm posting here to see if any of you guys know, with certainty, about any of the changes to H&S law over the last few years that would have been applicable to the industry. I've searched the net, but there seems to be a lot of contradicting info out there although I have got a nice selection of info. The main reason for asking on here though, is to gain some 'real world' info and feedback as it's our hobby which is being affected the most. I want to know what you guys think of it or how it's affected you, or of course, what you think of it all. So, if you run a breakers or if you've ever been subjected to the changing H&S laws, let me know. I'd even be happy to quote you directly and give you a mention in the mag as it'll give the article some real-world gusto. Oh, and while we're here, throw up some pictures of scrap Fords too! you can still walk round my local breakers but they no longer stack the cars meaning there is now a lot less in the yard but they do still have an old car corner

ooooh not all fords are scrap, low blow! sierra sandwich! I know that leaking fluids had a lot to do with the closing or being immediately stripped rather than left out for stripping?

Might be worth ringing up the people who run the U pull it yards. Pretty big operation and it still manages to run happily.

Place near me has basically 2 yards, when you walk in you have to pick up a HI vis vest and put it on. One yard is for 'anything goes' meaning depolluted vehicles that you can take anything off, they only let you wander around when there are no machines (forklifts etc) moving about, this means saturday ONLY in the bottom yard, but there is another yard with generally newer stuff in which often still has complete engines and gearboxes in. You are supervised (loosely) when you go in this yard (any day) in so far as you are asked what parts you want, you are not allowed to take parts off the engines for instance, but you could have a seat or bumper etc.
Its a very organised place with tyres and wheels all categorised and stacked up, as well as starters / alternators all cataloged and shelved with lucas reference numbers, and they have the catalogues there to look stuff up for you.
Place used to be a smelly old place and surprisingly expensive, but since the son of the owner has inherited it, it has got quite good, and prices are pretty resonable in my experience.

I've been lucky enough to deal with the owners of a few yards in helping them to comply with the changing planning legislation. You can pin the modern scrap yard form on the planning and environmental regulations which have changed dramatically in the last 5 -10 years, mainly around the polluter pays principle which along with the mitigation approach of the planning system has resulted in concrete yards with interceptors and all, linking in with the end of life vehicles directive and depollution.
I've no experience of the H&S side of things but you can understand the logical connection of insurance premiums dictating a safer approach.

My local yard is awesome then it would seem! Never experienced the faintest wiff of H+S at that place! Only ever been to one other and that was pretty much the same apart from we had to sign in and weren't aloud to take a tool box with us.

My local yard fell foul of the Environmental Protection Agency as opposed to H&S. He's situated close to the river and they told him the cars would be leaking dangerous substances. He had been splitting every car that went in since about the 90's but it meant the death of a huge amount of retro stuff - huge and brilliant, and stuff that had been there since the 70's. Such a shame. You can still go walking around but then H&S doesnt seem to be much of an issue anywhere in Ireland!

our local will let you wander around the yard and in the shed. You do have to put on a vest but can do/take what you like - wheel barrows are provided for big shopping trips. All the accessible cars are on the ground. I think they will put it on a big stand if you ask nicely? They have stacks of wheel sets and sell whole cars too. Also features (stock dependant) old car corner. And prices seem reasonable, more so if you flirt with the cute girl on the gate. ..that might be a lie but like to try.

I'm not sure how it works. Some yards seem to be changing to what would seem to be more H&S/enviromentally conscious but some are still free to wander round and do what you want.

My local scrappers is well stacked... and you can go in in you want... there's not much good stuff in it at the moment tho... seems to go through phases

"Persley" in Aberdeen is an old-skool yard. A gated enclosure with bumpy parking outside. Just in the gate is a dilapitated old Transit van, which serves as office/shelter for Stan, who sits in that van all day, every day. The cars are not stacked, and you are free to do whatever the hell you want - Stan doesn't seem to give a toss. I have seen people smashing windscreens and ripping dashboards to bits to remove a clock....people will roll a car onto its side to remove an exhaust etc etc. A few years back, there was a second part to the yard further back, but this was closed off and it was downsized to one yard for some reason. H&S came along and told Stan off for the mess on the ground so they got some pikies in who swept up the worst of the broken glass and bits of bumpers, then laid the thinnest skim of tarmac you have ever seen. Then it was back to business as usual. Theoretically, the cars are depoluted (there is a big shelf thing here they stick cars using a forklift to empty the fluids) but in the yard 9 times out of ten they still have coolant, brake fluid, etc in them. A simple price policy is in operation - small stuff is a "couple of quid" most normal stuff is a fiver, and large things cost a tenner. No receipts, no refunds, no exchanges unless he knows you well. Opening hours are pretty much dusk till dawn in the summer, displayed on a bit of plywood tied to the fence, written in blue Dulux. There is a big pit in the middle (the site is an old quarry) and they have a huge ramp where they sit the stripped shells and push them off the edge, where they fall maybe 60 feet or so into a big pile in the lower section, (no public access) where a grab flings them into a crusher. Rats the size of alsations I rmember when it was rammed full of minis, mgbs etc etc etc, then i moved on to mkIV esorts and cavaliers and now its mostly full of 98 onwards French and J stuff, with the odd gem still turning up amongst the bland.
At the other end of the scale on the other side of the city is Overton. You go into the reception and tell the chap/chapette what you want, then have a seat while a lad either fetches it from the shelving or goes into the yard if the part is still on the car. 10 minutes later you pay a huge amount of money and away you go, or you can have things fitted in their onsite garage. Its rubbish though. You ask for a bit and you get the bit - no more, no less. Whereas if you go to Persley and find what you want, you take it off yourself, see how it goes together and can snag the bolts/clips/trim etc while you are there - Granted you are often kneeling in an oily puddle of mud or lying in a footwell with 4 inches of water in it as you work, but at least it's cheap!

it's insurance
my mate ritch works in a big yard near us - they have been going for donkey's years - I think they have something like the 4th issued ELV certificate or something ridiculous like that
they are a 'counter' type yard - ie you wait while they pull the parts - and on the VERY rare occasions I have been in, once to hear an engine run, once to look over my laurel before I paid for it - I had to wear hi vis and hard hat, and be observed - no wandering
when I've talked about other yards, eg mcguiness's of stoke on trent, who let you in to strip parts yourself while they move stuff around with forklifts, he was of the opinion that they either have no insurance, or just ignore the rules of their policy - so if someone did squash the car you were stripping the fusebox out of while you were in it - they'd be stuffed!
so yeah, afaik it's more insurance than h&s - although I have heard that stacking cars only 2 high was a h&s ruling

A lot of yards nowadays have insurance that doesnt allow it for risk and our new claim culture makes this worse. Most that still let you trek round are either naive or simply cba with insurance or to deal with you/don't think itll happen to them as most people who travel scrappies such as the old skool yards aere unlikely to be claimers.
Theres also a lot of rulings, the racking system comes with your environment agency rules such as you can keep cars on concrete standing btu can no longer stack and if it isnt on wheels (ie mobile) it must be drained etc etc
