All sounds reasonable. I'm in the camp that abolishing annual testing isn't a great idea anyway, so capturing any 'sufficiently modified' examples for continual testing is great in my book.

It's a shame that they are abolishing the testing for 40 year old and older vehicles.

Just means you won't be MOT exempt - not sure how they'll police it?
I wonder if the MSA blue book will change - currently roadgoing needs an MOT.

Only thing I couldn't work out
They state if the car is power increased by more than 15% or over the 8 points after 1988 then it's not vhi
Does that mean its not free tax as well? Whats the point of filling in the form and ticking the modded box if your not getting either
I'm guessing it would still be free tax, but maybe not

Cheers scimjim I obviously didn't read all the docs well enough! and that And VHI isn't currently a criteria for Historic Class VED. was going to be my next question haha, I'd prefer to have a yearly MOT on my MGB whenever it hits the road again and by reading that it seems as though I won't have a choice anyway (assuming my engine mods go to plan...)

If you lie they will cross reference your details compared to the 'factory' details & if different you will get the letter requesting photos and be asked to fill out a vehicle build up report. The way I read it is You are gona be asked the question if you are trying to go "Mot " exempt If in doubt just mot test it

You 'might' be right, but it appears the question will be added to ALL tax renewals - too complicated to have different forms for individual vehicles.

But the dvla already know my vehicle is modified As I have updated the v5 So why arn't they knocking on my door
Wouldn't be a problem as the y fall within the 8 point rule
It is basically asking if your modified car produces more than 15% power than it did when new
Then if you are not sure get advise or mot it

After next April they might well be knocking.
Ok you are within the 8 point rule - so you 'should' be fine. But - you have a newer engine? does it produce more than 15% power to weight more than original? (this is not law yet so may be changed) if so then it will now fall into radically modified - now do you think it's still all fine?

Shortened version ...the changes mean that all modified vehicles will self identify shortly. The law comes in May 2018 and within 12 months they will have captured details most modified vehicles . From May 2019 all they will do is send off V765/1 requests for info and photos which will sort 8 points compliant from those requiring BIVA.
