clean and don't seal imo
citric acid (cheap on ebay ) and /or some gravel inside and spin it on a cement mixer until derusted
sealer will just peal off and clog everything , it shouldnt rust if kept full

A mix of 50:50 ATF and cheap engine oil ran in an otherwise healthy engine for 20 mins or so is an old trick on VAGs to flush them out.. ive had good results with this too , although more like 25/75 ratio , just keep running some cheapo supermarket stuff through it , as long as youre not racing it cheapo stuff will be okay

if its a car you plan to keep , drop the sump and rocker cover and clean them out , check the oil strainer , then change the oil more often

well you say 470 isnt doing it ...i dunno try a 5k and 10k ...they're only pennys
fit it same as the resistor ..cut the wire one side in other out
very small...would sit on a penny
either leave the 470 in place or remember to not turn it too low as the led would pop if zero resistance

all the weld thru rust primers ive seen have done very , ive worked in bodyshops and had the cars we repaired crashed again so get to see the seams again
id suggest you do use some on the seams/flanges , but thinners if off anywhere you can get to so the epoxy goes on bare steel , id also thin a bit down and see if can sqaush a bit into any gaps when possible , then seam sealer them or drown in cavity wax
its not useless , but not far from it

the cement mixer failed you ? along with acid?
a custom tank will cost a fortune to make
id be renting a mixer for the weekend , should be under £50 , run it with some citric acid and hot water with a few handfulls of gravel , any holes will have to be welded up

yet the first post says you cleaned it?
needs taking off , theres various ways like warm water and citric acid , tie it to a cement mixer with some gravel inside to knock off the rust , or possibly somewhere local that can do it for ££
for the sender ..would a gentle wire brushing clear it up ? several methods if it comes apart , eltroylosis /chemicals
then blow all the fuel lines out , new filter and dismantle the carb to make sure its clean ...maybe run a couple of filters and keep some in the car to swap over until its running clear
don't be talked into a coating inside to cover the rust , that will eventually lift off and clog the system

its a nice car but with the uneven satin finish I was hoping to make it look more presentable for time being until I get the respray, I've got too many projects to get a proper job on it I just wanted a nice daily but not many places willing to do a quick blow over, might leave as is Bodyshops with any form of a reputation just don't want this work at any cost - you have to remember that they (and myself) are consistently judged by our work - so it just takes the one duff / blow over type job that in it's self earns very little money anyway and the first question by anyone that sees / views your motor will be 'Who the hell painted that' (or words to that effect) - don't be offended but it's just far easier for us to refuse this type of work in the first place. and its always those customers that shout the loudest , it goes from yeah yeah that'l do mate cheap as possible to threatening everything under the sun because the cheap job doesnt look like a show car
