Ive never seen it used like that myself, normally just do the filler work by feel.
Guide coat as I know it is when you've primed the panel, then you spray a very very light coat of paint over it, just so its speckly, and then you wet-flat it until the speckles have gone. That way you know your not going over the same areas and making it un-even.

You're both kind of right as I understand it. Where he has block-sanded and it left some of the orange paint behind it means there is a low spot so he can add some more filler to raise that spot.

I've used guide coat on filler like that before.
Its handy when youre working on a flat surface because you can sand the filler down till you think it perfect, then when you squirt a bit of primer over it all the bad bits jump out at you.
