As you may remember from my introduction, i´m from Germany. I don´t know much about british traffic laws. I check the links posted from you for our Midget-search. The driveable cars have MOT and tax. What does this mean for me?? I expect MOT (Ministry Of Traffic??) is a technical check of the car for traffic security, isn´t it?? Does MOT help to estimate the condition of the car?? Tax is clear so far, but does the pre-owner pay the tax for a specific time? Does he get back the payed tax, when the owner changes?? And whats about the number plates? I heard from a "Y-Plate" Does the new owner have to change the plates or has ist to do with the local area where the car is registered?? So give me some basic lessons in british traffic laws *thanks*

The MOT certificate is a certificate of road worthyness issued by the Ministry of Transport.
You need one if your car is over 3 years old in the UK.
Road tax is paid yearly (or in 6 month periods) in the UK. You need it...The old owner can claim part of it back from the DVLA when they sell the car...
'Y-Plate' is to do with the age of the vehicle... A Y-plate would be 1983 (I think...)

MOT = Ministry of Transport. Every year we have our cars inspected by a garage who holds a franchinse from the government. They check a range of safety and environmental issues on the car. Only cars over three years old need to be tested. There are different rules for cars of different ages. For example cars build beofre 1976 don't have to have a full emissions test. A car with a full MOT can still be a ropey old pile of junk. It just managed to scrape past the safety and eco tests.
Tax = this is really called Road Fund Licence. All cars have to display a "tax disc" which you obtain from the post office. This proves that your car has MOT, valid registration and insurance as you need to provide these to get the disc. Prices of the tax vary depending on the engine size, and on more modern cars the tax cost is based on carbon emissions. Cars made before 1/1/1973 get the disc for free. Usually the tax goes with the car when the car changes hands.
The number plates are all about year of manufacture. Up to 1962 there is no way to tell the year of the car from the registration plate. From 1963 they started adding a "year letter" to the end of the plate. So ZZZ123A is an "A plate" meaning 1963, ZZZ123B is a "B Plate" meaning 1964. Things get complex in 1983 because we ran out of letters (Q, I, O and Z were not used as year letters) and they put the year letter at the front of theplate. so 1983 is A123ZZZ 1984 is B123ZZZ and so on. The earlier style is called "suffix" and the later style is called "prefix". So when someone says its a B plate Volvo it could be a 1964 or a 1984. People might say "old B plate" if they mean 1964 though.
Its also slightly complicated that in 1967 they changed from changing the year letter on 1st January to changing it on 1st August. As of 2002 we got yet another system of year numbers as they'd run out of letters.
Q plate is another thing, where the authorities decide a car has "unknown or mixed origin" they will issue a Q plate registration to it. This is not year specific. Just means "unknown year"

Check out this site for more info on number plates. www.theaa.com/cbg/goodadvice/commongoodadvice.jsp?menu1=0&menu2=5&fileName=number_platesUsed to be 3 letters (2 of these identified the location of the cars registration) then upto 3 numbers and finally one letter to signify the age. Then this was reversed. Now its two letters for the location two numbers for the age and a further 3 letters. You can claim back the tax on a vehicle if you want to take it off the road or sell it. But the tax is for the car not for the person so most people will leave it on when they sell the car. The plates in general stay on the car for the life of the vehicle unless the owner wants to fit a private plate. which can be anything as long as it does not show the car to be newer than it is.

And what is DVLA ?
Does every Year have a specific plate? (1990 = B and 1991 = C) ??
What will be checked for road worthyness? Brakes, rust, oil leaking etc.?? How often does an owner have to re-new the MOT ?
On what does the height of the tax base? Price of car, engine size ?

DVLA = Driver and Vehicle Licence Agency There used to be a really good site covering all the MOT test stuff, but it was for approved testers and now you have to be registered to use it. Sods. I found this while looking breifly around the web www.mot-tester.co.uk/might help you understand. For example a car can leak oil or coolant and pass the test, but it cannot leak petrol.

MOT is annual.
initially cars were reg numbered January to January, this changed to August to August in the mid sixties i think, in recent years this changed to every six months, i think Aug-Feb, this confuses me TBH but i don't worry about it.
tax rate depends upon CC, different rates above 1500cc, although anything proved built before 1st January 1973 is exempt from paying road tax but must still display a valid tax disc. a tax disc will only be issued to a vehicle with a current MOT (TUV in Germany ?) and insurance certificate.

Its a very confusing system as a whole Flyingotto.
I tried explaining our system to a collegue whilst I lived & worked in Heidelburg.
Our MOT is similar to your TUV test - although not as tough ! We have a Tax disk as opposed to your numberplates (which I think you pay for - or contains some sign of a tax payment).
When you sell cars in Germany you say what year it is - in the UK we generally say what registration letter it is - which is stupid I know.

as far as car regestration numbers go theres 3 different ones (since about 1960 anyways.
first it was 3 letters, 3 numbers and a letter (XXX 111Y) where the Y would be the year of manufacture, then in 1983 it changed to Y111 XXX style, where Y would be the year of manufacture. this will go from A to Y missing out I, O, Q and Z, if it is a Q plate car it means its been reregistered because its been modifyed drastically from manufacturers spec (or writ off and rebuilt)
then in about 2000 they changed it to a format like this: XX 05 XXX where the 05 bit will be the year its made, which will be twice annuallt, if its for example 05 then it will be released in the march and if its 55 then it will be in august (the second digit being the year of manufacture (2005 etc)
