Proper R4 Plein Airs are very rare - I seem to recall there are only about five or six in the country. They are also properly expensive. Citroen Meharis and Renault Rodeos are reasonably common, especially in France. Theres a few on ebay.fr and lebencoin but Meharis do seem to be getting expensive. Which is a shame as I'd really like one at some point. Anyway, it could have been an R4 JP4 you saw - easy to fit a lot of chrome on one of them as well

the film company that do " last of the summer wine" use a mehari for some of the tracking shots.

There was a Mehari in the Spain-based series of Rosemary and Thyme.
AFAIK, the R4 dealer's workshop manual covers the conversion of a standard R4 into a Plein Air. Don't know what registering it would be like though - I suspect that it would need an IVA, as the R4's body is structural, despite the separate chassis.

They make the Mehari and the R6 rodeo even with AWD! A more modern one, Mega Club (called Tjaffer in NL)

Most of the Meharis I've found (as a direct result of this very thread) have been restored, hence the high prices - certainly on ebay.fr anyway.
The Mehari kit isn't rare in itself - you can still buy brand new ones; but I guess the supply of cheap 2CVs must be drying up these days.
Cheapest roadworthy ones seem to go for about 3000 euro, sadly.
