you have to tell the DVLA if you change the colour of your car.
as for mods...
on my last car:
- OZ racing 6 spoke alloys - Big Bore 4 exhaust (don't judge, i was temporarily insane, but I'm better now) - CD player, speakers, amps, subs, about 5 to 8 hundred quids worth - K & N - Tinted windows
didn't declare anything, risked it, but then i'm a tw@t and i do stoopid stuff like that, and i'm soon gonna trip up, fall, get shot and have my nuts ripped off.
so i would declare
(honestly, i didn't declare, because i didn't you you had to, i do now, so i will....guv)

if u do a mod and don't declare itit invalidates ure insurance... thefore u may as well not waste ure pennies on buying it in the 1st place....... its just as bad and dumb. although i have changed the cam and fitted a differnet fuel pump, and a weber carb (that looks just like the old zenith some used to have) but i will probably declare it all. i don't know what i will do about the supercharged full race engine, probably fit it, drive to event, do event, pop home, rip it out, back to standard - can change the engine in an hour. 'the old carb packed up... so i fitted a weber replacement because it was all i could find....'

try them... on my polo insurance the lowering added a fiver per year, the full stainless exhaust about a tenner (with Elephant). just note that they're not daft, if you say you've fitted them and they quote you hundreds and you just say "oh i'll take them off again", it will be noted in your file and they can ask for an engineers report to say it's back to standard!
you're best to declare EVERYTHING, even the wheels if you have one kind of alloy and swap it for another. if you hit my car and they voided your insurance, i'd sue you - sorry!
you can get away with stuff like 'direct replacement' where the original is curse word/no longer available like the Weber but going up to a 40 will be noticed by a decent claims investigator. They've been known to remove ECUs from cars to compare with 'standard' code to see if it was chipped. i didn't declare my polo supercharger rebuild but as it was pretty much the standard rebuild, not a jabba stage 4 or anything, it would have counted as maintenance (even though it gave me about 20bhp)

I bet everybody on here has got some non-standard part or other on their car that the insurance company do not know about. I'm sure I have. At the end of the day you can never pin down exactly what you need to tell them about and exactly what you can 'get away with', but anything which could be spotted by someone vaguely interested in cars - lowered suspension, fat exhausts etc etc, needs to be declared, cos those are gonna stick out like a sore thumb to an insurance assessor. You need to have a bit of common sense. The weber carb, as it is a standard replacement, should be oK, so should 'invisible' mods like an overbored engine etc as long as you don't accompany it with other visible go-faster stuff. as for a grille and big fat stereo, you don't have to declare them if you don't want cos they don't alter the driving characteristics of the car, but don't expect to be able to claim for them if someone robs them (or your car, in order to nick em) if you havent insured them properly.
Basically your aim (making the car go faster) and your constraint (has to be insurance friendly) do not mix, anything which makes the car go faster the insurance are obviously going to want to know about it so you have to be v. careful.
