Is this a recent thing? It never used to be a problem to swap engines around as you liked, so as long as the insurers knew and you didn't pretend your 6 litre V12 was a 1.1 to evade tax, things were fine.
Or have people just been lucky in the past?

Guys, just tell the DVLA what you want them to know. Fill out the V5 and if they ask, tell them more. End of. The DVLA are on the 'need to know' list as far as I am concerned.... If you offer them a whole file of papers, they may well just ask for more anyway, so give em what they ask for, when they ask for it. Just fill out the V5, and send it off. If you can't afford the reports or whatever, just leave the engine CC as it is, and make sure your insurance company is kept informed. thats when they get the hump though as they wanna know what tax bracket its gonna be in, i had no trouble when i sent of for change of engine in my 24v cortina or when we sent of a seirra log book and changed it from 2.3 to 1.1 as it was gonna be used to build a bike engined caterham so we wanted the engine size right first. I've had mates who've had to provide all the extra proof though so i guess its pot luck.

who does an engineers report then? I have a technicians diploma in motor vehicle engineering, so I should be able to write then myself I always wonder about this when people say "Oh just get an engineer's report". Who is counted as a "proper" engineer? Having studied engineering at uni for a while now , I have a few friends with engineering degrees. Could I just ask one of them? Or someone on here? When I get my degree, will I count? Is it like the criteria for getting a trade card at Halfords? Maybe I should ask the Doovla...

I had to go through all this to change the logbook on my van. Got it insured as a petrol etc, no problems. The ins didnt give a toss if I had report for conversion or not! As I have changed the engine from 1.9 diesel to 1.4 petrol, Needed written confirmation of the swap due to changing cc/fuel class/tax band. Company letter headed paper needed on report as minimum apparantly. A Local garage done me a letter headed document stating the chassis number/reg of the van, the new engine number & cc(exact), fuel class & mileage at time. Cost half an hr labour. You don't need a vic check. Took me a while to find a garage that would do it though, most places are frightened of doing it...Not 100% sure why? All I can think is that they don't want to be caught up in anything in the event of a dodgy engine swap etc. I took the logbook down the local dvla office to tax the van as it had ran out, (as instructed by dvla on the fone, the website is curse word and misleading) they sent the logbook off with the report & give me the cheaper tax whilst there. No need to send the logbook off direct to dvla, if the vehicle is taxed you will need to cash the old disc in if you have changed the cc anyway, or if you want to tax it to drive go straight down the office. I just wanted the cheap tax The cc change on the logbook didn't go as straight forward as planned though, the dvla lost the report, so I got a letter back asking for a report, luckily I photocopied it so they accepted the copy. At least I had direct contact with the person who sorts it out, not the crappy call centre with the textbook answers. Budget a couple of month to get the logbook sorted though. Ill admit running about for a while with the van as a diesel on the logbook as I was sick of people letting me down with the report. Had to be done for mot time, as it screws the emissions test on the computer mot, diesel emissions with petrol engine doesn't go down too well
