either...
heater matrix is clogged up or airlocked. Check if the hoses going to and from the matrix are hot. If hot on input side only then there is no flow through matrix. Reverse flush and bleed coolant system.
Engine coolant not getting up to temperature: check gauge and rad hoses. If engine is running cool check thermostat, cooling fan switch, timing, etc.
Air mixer controls are stuck in cold position. dismantle until you can see the flaps and see if they move when you adjust the sliders. Haynes manual will suggest best way of getting there.
On some cars the air mixer is electronically controlled so a control unit could have failed.

Is the car overheating in traffic a bit? As if there's low coolant it'll dothat so you might be losing/using coolant. Just started happening on mine - cracked rad. Which is awesome actually as i've just got this for it: ![](http://img.photobucket.com/albums/v635/tigran86/untitled-3.jpg) ;D

No, it always behaves perfectly in traffic (which is just as well since I spend a lot of my time gridlocked for hours on end!) - it's never overheated; the needle always sits a couple of degrees above the horizontal when it's up to temperature. It's just that turning on the heater means I end up with cold air blowing in my face...
