They are FWD, you can see the axle stub on the front hub. The reason the offset is so positive is because it's a FWD car based on a Mitsubishi design (Mk II Mirage), the factory offset should be +46mm which is quite FWD biased.
Try finding some complete hubs from a Mirage/Lancer around the 88-91 shape, from memory their hubs use floating rotors so you can swap the whole hubs over (and get vented discs too) and wont have those bolts.

Yup, front wheel drive, which like fuel says means a high positive offset on the original wheels. The original alloys on it are ET33 and give me a little bit of extra room in the arches to work with, but the 'vecs are roughly ET19 (maybe less) so they are going to stick out a touch. Cheers for that mate, thats really helpful! I'm more likely to find a Lancer to rob bits from I think, I'll keep an eye out for one. I did wonder how much Ponys shared with Mitsubishis.
