Re the 2 years, IIRC at that time marked emergency vehicles did not need to display tax discs, duty was paid centrally I believe so they won't show up on the DVLA search as having been taxed. The fact it appears to have been taxed briefly suggests it was either a plain clothes car initially or was not originally a police car at all.
Oh, did I say SAVE IT !!!
