So do they explain to the customers before starting the conversion that the car will never be able to be registered properly under its new identity? I'm not entirely sure how you expect me to know what's said between a customer and business owner during private meetings, but... Given we've never see a customer of theirs come out complaining about spending £500k having a car built by them and now not being able to register it properly, it's safe to assume that's the case eh? Well you were the expert on everything else about this earlier so thought you might be able to answer that, very important, part of the process. I don't think it's safe to assume anything actually. That's why I asked you - the expert. Eh?

That's why I asked you - the expert. Eh? It's kind of a sad situation where these days having a bit of common sense and a basic understanding of how the legal side of declaring modifications to the dvla now makes you an "expert" in some people's eyes. I do have experience with working with customers who's cars I do work on, a fair few of which is fitting modifications for them. Unfortunately this doesn't extend to being psychic, so I can't say for sure what exactly is said between two other people in a meeting I didn't attend. But as I'm apparently the expert in this situation, here's some facts for you (feel free to check the validity of my expert opinion for yourself)... It's the responsibility of the registered keeper to declare any modifications done to a car that may put it into the realm of "radically altered vehicle". Just like it's the registered keepers responsibility to inform the dvla of any other changes done to a vehicle such as colour change or engine capacity change.

This is fast descending into a flame war. OP hasn’t even come back for their answer and I don’t blame them.
