I've discovered a couple of small flat spots on the rear lip of some of the steel wheels i'm refurbishing. So small that I can't get them to show on a photograph but are definitely visible when turning the wheel. How bad can these be before the tyre won't seal? The wheels are 13 inch 5.5 fiat rims

Tap them back in shape with a hammer . Done it plenty of times .
They need to be pretty bad for a tyre not to sesl . I’d say that if they don’t show on a photo , you’ll probably be fine .

I have seen rims dented so badly you can see the majority of the tyre bead still holding air.
You wont have a problem.

Rubberised roofing paint could be your friend. Good clean with the terribly dangerous knotwheelofdeath in a grinder where the beads seal front n back. Lick of said paint just before mounting tyres and it should help.

You can buy bead sealant goop as well. It works well.
