I have a set of Alloys, 2 of which are liberally coated in rust.
what is the best way to remove the rust please as Wonderwheels and elbow grease is making no impression.

A photo would help.
If they're 'alloy' then they shouldn't rust.
Compound polish would be the first step in abrasive tactics and might be enough depending how bad this rust is. It won't damage paint if you stop after the rust has gone.

It may not be rust but brake pad dust and possibly drake disc dust. Try soap and water and use of scotchbrite, if not move onto TFR and a stiff brush or scotchbrite again.
