So, with the impending ULEZ expansion next August, my dear old C15 will be uneconomical to use for my cycle business. As far as I can work out, there are 2 options. 1. Buy a recent petrol Berlingo, post ‘07 seems to do it OR…… 2. Buy a classic Renault 4 van. This will be a working van, so if it dies, rots away in 4/5 years, then no big deal, but it will be used almost daily, in all weathers. I must admit, I quite like the idea of a classic, as a way of sticking two fingers up at having been forced into this, and then not paying road tax either….. So, has anyone any experience of importing and registering something like this? btw, I’m not anti ULEZ per-se, it it really is used to clean up cities and ease congestion, but that’s a political debate that plenty of other people are having.

Can’t give any real world advice , but if i was in your shoes , i’d be going along the R4 van route .

Doesn't help with your question but my first car (many years ago) was an R4 (hatch obvs not van). Loved it. really comfy, dead simple (even for back then) so easy to maintain, surprising amount of interior space for the size. Built like a tank too - found some mud (ok, quite a lot) on a country lane and half spun it into a drystone wall - horrendous bang - got out expecting the left rear corner to be wrecked - nope, had just bent the end of the (metal) bumper slightly. Awesome in the snow too - all the weight is over the front wheels so super traction, the rear just followed.
Oh well, enough reminising.
Love the idea btw. Would be really distinctive.

I have had to register two vehicles I purchased from the Isle of man recently, just registered an MGA from Ireland on behalf of a customer and have registered a Japanese car before.
IOM is an unusual one as it is part of the UK so no import duty on any cars that come from there and therefor no NOVA document required, if you can find a classic van from their you will save money on import duty. If the car is set to be MOT & tax exempt you also do not need to MOT it when you issue your V55 document for UK reg plates.
So in the first instance you need to fill out a NOVA application you can find on the .gov website where you declare the car as imported to the UK with its value and on a historic car you will need to pay 5% of the value as import duty. If it is transported in they like to know the boats name it came on, what date etc etc so make sure you have this info.
Your NOVA application can be done via email and you will get an email back from HMRC with the amount you owe, once paid you will get a NOVA document that must be included when sending off your V55 UK reg form.
When filling out the V55 there will be lots of boxes you leave blank and some people will fill out the absolute minimum. I prefer to fill out as many boxes as possible so there is no reason for the DVLA to return it. Most specification info you can pull from google these days. It can take around 6 weeks for them to issue a V5C and reg plate. The person that did my rally car was kind enough to find a plate that ended in my initials RP which was cool.
I must admit though if you are of an older generation, it can be quite daunting as most of this info and forms are on the internet. I have been asked by a number of people to help them and thought about providing a service assisting in UK registrations for those who are not IT savvy.

How recent is the change? You can import a car personally so should not need a shipping agent to complete a NOVA. I only did one a couple of weeks ago for someone and I am not a shipping agent. DVLA also rarely inspect cars for UK registration.

1st October rule change..... From HMRC email, "From 1 October 2022 you can no longer use the form C384. You will need to get a Customs Agent to make a customs declaration for you on the new Customs Declaration System. They will calculate any import taxes due and bill you accordingly. Once your agent has completed the relevant paperwork, you will need to email us the following: · C88/MRN import paperwork from your shipping agent · Bill of Sale or Purchase Invoice or Receipt if the vehicle was bought within the last 3 months OR a current valuation of the vehicle from a UK garage/dealership or motor club (we cannot accept valuations from online sources) · Certificate of Title or Registration Document or Export Certificate or Dating letter from vehicle manufacturers to confirm the year of manufacture, make, model and VIN/Chassis number or a photograph of the VIN/Chassis number printed on the vehicle www.gov.uk/guidance/list-of-customs-agents-and-fast-parcel-operators?&utm_source=cds_traders_email&utm_medium=stk_email&utm_campaign=transition&utm_content=20_Sept_2" It's different if you do it as a business that is VAT registered...i believe. I'm at 2 or 3 bikes inspected and this car now over two years of maybe 5-6 total vehicles registered personally.

They really don't put much thought into these decisions do they. Think of how many unregistered vehciles are sat around the UK that have been here more than 3 months.

Obviously can't comment on your individual circumstances and the apparent requirement from that email as to your need to use a 'Freight Agent', but I find it very difficult to believe that a **private individual**, importing for **personal** use would be **legally rquired** to do anything other than complete forms, pay fees and tax and perhaps make the vehicle available for inspection. The .gov / HMRC page states lots of **may be required** etc. Obviously their interpretation may differ from the actual legal requirements. I've imported a couple of things going back a few years and always found the (import form / tax team (at Dover?) helpful, even with lost / non-existent paperwork etc. Good luck. Always loved the R4, had a couple and an F4 van. Still surfing when I owned my last one, I christened the opening flap above the rear doors the 'Malibu Hatch', a neat piece of French design which meant that you could (theoretically) stick any length longboard out the back of the thing....

Yeah, I brought this up in my email interaction and called to whinge. Was fobbed off with "they need to update it"! An F4 with the Malibu Hatch would be ideal for my purposes other than the gate keeper at the local tip insisting that if its in a van it's trade waste!

I'll read more later and comment, but I have made a thread elsewhere on how to register. Key things are -Ensure the NOVA is done -Get it MOT'd. One, you can see the state of the van. Two. DVLA also rarely inspect cars for UK registration. If they are MOT Exempt and being registered, the DVLA will send inspectors out generally. If you have photos, owners club certificates etc. when you send the V55 in, they don't do it as much. Almost every 40 year old car I've seen sent off from mates (including specialists) with an MOT exemption form, has been inspected. It can then get messy with the wording on the logbook, as The Jackeria is well aware of, and also a friend, which can harm the resale value. The MOT, at least as far as I can tell, counts as an 'inspection'. Given that MOT testers can now go to prison for doing a bent MOT due to a rule change in 2020, I can see why this may be the case

All interesting info. I send my Volvo truck registration off with MOT exemption form but has had an MOT for the reg purposes. The MGA I just sent off has MOT exemption form but has not had an MOT so will be interesting to see both outcomes in the coming weeks when Royal mail staff pull their fingers out and deliver again.
