It’s full time 4wd high and then selectable low box. The earlier ones have the part time option like an XJ. There’s use of LSDs in the rear and centre diffs to make it pretty much unstoppable.
I wasn’t too confident in it at first as my Pajero was something else off road and I was weary of not being able to manually lock the diffs, but I’ve just put a new set of tyres on it and the difference is really noticeable!

Another vote for a Jeep XJ - so long as the immobiliser doesn’t play up..
Loved mine and regret selling it. 20mpg no matter how I drive it (4.0 petrol don’t forget) and the 4WD was brutal - pulled motor homes and all sorts out of the mud at Silverstone one year.
Had a P38 briefly but too worried waiting for something (else) expensive to go wrong. Now rocking a Frontera which actually isn’t bad at all - does (over) twice the mpg of the P38 towing, approaches 40mpg solo and you and fit an engine AND gearbox as a single unit in the back of it. What more does one want?

I'd be very happy to get 20 mpg from a four litre petrol Jeep. Thought it would actually be a lot worse.

I struggled to get anything over 16 from a V8 rrc, so 20 sound really good to me, it’s one of the reasons I went diesel Oddly the one time I did get 20 was towing a boat from the wilds of Scotland back to Hertfordshire, all those hills etc, never did work that out

Mine only does 50 miles to £20... so whatever that works out to. I do live in hilly Yorkshire though!

The 20mpg was running on 2WD mode by the way - something the XJ can do but the Grand can’t.

My vote would be a Discovery II TD5 but I'm biased as we have one that's at 140K miles. Yes it's had all the usual D2 issues including chassis work at the rear but I don't think it's significantly worse than anything else of that age/mileage. Better to buy a facelift one, ours is from the very end of production '04 and if you're not doing your own maintenance find a good L-R specialist.
Nice inside, if a bit cramped in the back, brilliant off-road and good for towing.

Another vote for a Jeep XJ - so long as the immobiliser doesn’t play up.. Pre-facelift XJ’s have no immobiliser so your safe there. Mine was a '94, so had the May & Schofield (read no-one knows anything about it) Jeep UK fitted thing..luckily the valet switch seemed to work although I had to fit a manual starter button. I believe you can fit a Wrangler ECU and it's fine after that as they never had the immobiliser fitted,

My 94 and my friends 95 have no immobiliser system as afaik no prefacelift has a coded Ecu immobiliser like the facelift model. If you could bypass it by fitting a start switch then it’s not an immobiliser locked ecu.

Mercedes ML270 although they may be a bit to new to be retro but this one would only cost you half your budget
