After watching the below YouTube video me and my brother were getting s ideas of buying the old dearys blown up smart car down the road and cutting out the floor strip it out and mounting a quadricycle style dual pedal system. then we started talk about if it happened where could we play with it? Could it ever be used on the road? , there are plenty quadricycles and large pedal type trikes in citys being used as taxi's, What would it take to make it not a car and not have to tax or MOT it etc? + =A big waste of time and money but probably a good laugh

Firstly bear in mind I'm not any sort of lawyer or even an expert on car legislation, but I think it could be done. Think of it this way, if you fitted an engine to the four wheeled thingy above you'd need to get it registered, so surely removing any sort of power source from a car would render it the same legal status as the red pedal powered thingy? You could set a legal precedent here.
Also consider unless you and you friend are very fit, you'll probably have a long queue of angry drivers behind you wherever you go and get pulled over by police for not having a reg plate. On the up side, doing something daft just because you can is what makes this world a more interesting place.

Becomes not a car* as soon as not propelled by gas, oil, petrol, electric, diesel or steam.
*Technically a mechanically propelled vehicle, if we are being fussy.
If this helps.

You'd need to find a way to gear it up to get some useful highway speed out of it. Nothing wrong with the idea though. Agree with ratchart wrt constantly being pulled by the coppers. This could become tedious very quickly.

Agree with the above, the excitement would probably wear off pretty soon - more than likely when your a mile away from home knackered. Its a lot of effort for little reward and potentially unsellable, pain to store not to mention the risk of injury throughout and after....

Legal technicalities aside, it strikes me it would take a lot of exertion to get this to move very slowly. Probably more productive uses of your time to be had!

You could use a V8 to power the pedals, through the chain to power the car. It would be nippy then.
... Oh wait.

just thinking aloud here now...an electric assisted bicycle is still just a bicycle (ie not road registered), so presumably an electrically assisted pedal powered (ex)car would be the same. would make those tedious hill things a breeze!!
edit... more thinking... could a pedal driven flywheel assisted dynamo set up provide enough juice for a fully electric set up? would still be human powered , though indirectly.

If you don't want to be going everywhere at 8mph, rope in Lance Armstrong / Bradley Wiggins as twin pedal-pushing 'engines' and sit out-back in a little trailer. Simply increase their EPO / Triamcinolone when you need to go uphill!

Disappointing they didn't use a deckchair stripe on the canvas seats.
