Interested in buying a ex government van, via a dealer who brought it directly from the government, it's never had a MOT in it's 28 years because it was exempt as an "emergency services vehicle".
Is this correct and will I, as a private individual need to have it MOt'ed?

Yes ES vehicles don't require an MOT legally.
If buying from a dealer surely they should MOT it unless you are buying 'trade' terms.Fit for purpose etc.
In any event you will require an MOT.

I had an ambulance once (in fact I've owned two)
And if it's still registered as an ambulance there will be a special MOT category for ambulance (something like class 5) it's cheaper
And it was free road tax
