I'm sure this has been asked a thousand times, but I've not been able to find anything. I've been trying to find a car for someone and I've come to a dead end.
So far I've looked up the previous MOT history and I've queried the insurance database and found who it's insured with. I've called the DVLA who obviously won't give up any info, and the DVSA who won't pass on any info regarding the MOT test centre.
There's the V888 form which I've found, which is to request information about a vehicle, but I'm not sure "I'd like to buy the car off the owner" is one of their valid reasons. I could lie and tell them something else, but I'm not sure it's worth risking the £5k fine.
Are there any other options? I've seen a few of those sites that purport to do a search for £15, but it's just the DVLA vehicle information search as far as I can see, so I don't want to use those.
The car is a Mini, and there are so many owners clubs out there I'm not sure contacting them and trying to find the owner that way is going to be possible.
The reg is C Two Six Nine SWV, just in case any of you guys own it!!

You're pretty much out of luck unless you stumble across the details of the person you own it.
For valid reasons, getting Registered Keeper information for any vehicle is very different unless you work for the appropriate authorities.

If any the Data Protection Act should serve to keep this information from anybody apart for authorities that would legitimately want it.

Send a letter to the owner, in an open, stamped envelope, to dvla with a covering letter explaining your situation and asking them to pass it on.
I've tried that three times, worked once. No idea if they forwarded the other two, but it is an option- dependant, I suspect, on the Droid that opens it

Jump on facebook and post in mini owners pages/groups
Plenty of people do that in the Capri groups and sometimes get lucky.

The MOT history used to list the test station numbers. Not sure it does now but if you could find that you could find what area the car was in to narrow things down a bit.

Yeah, finding the test centre location was my hope, then at least I can call them and get them to pass my details on to anyone who brings a Mini in!!
I'll try the open letter to the DVLA, worth a shot! I've had a look around facebook groups but not had any luck as of yet.
I'm also going to submit the V888 form and ask for the details of the registered keeper because I want to buy the car because I might as well, can't lose anything if I'm not lying on the form, they'll just deny the request.

You can request anything you want from them, what you get back and what they choose to redact is the question.

The Freedom of Information Act 2000 (c.36) is an Act of Parliament of the Parliament of the United Kingdom that creates a public "right of access" to information held by public authorities. DVLA is a public authority. Ive recently got a V888 and the only redacted information is signatures. I'm not sure what the requirements of filing a FOI claim are but you can do it to the DVLA.

You then end up under the data protection act which just asks it's a fair and lawful request. So by no means am I trying to say a FOI request will get you what you want but you don't have to file a v888, anyone for any reason can write to them direct under the FOI. I imagine from there you'll either be ignored or the DVLA will do it because whoever reads the letter can't be asked to check why.

Hi, The MOT history lists the test number, not the testing station. Colin I'm sure they used to because I contacted a test station to find out about a mileage discrepancy. It was when you needed the logbook document reference number to the the history I think.

Yeah if you've got the V5 document number I think you can pull up more information, which is fair enough! I'm going to try the V888 form and an FOI request and see where it gets me. I may also send them the open letter suggested above, worth a shot!
If this doesn't work I guess I'll have to patrol the streets looking for it!
