Basic welding/fabrication near Gloucester

I have some rust bubbles appearing on my charade rear arches. Alongside this, i cannot fit the wheel and tyre combination i want as the arch protudes. Needs a what i presume is simple piece, cut out and re welded.

I'm looking for someone who can either help me out with the welding or recommend someone/ a good bodyshop.
