If you own a car which has been off the road since before '98 no SORN is needed, but if you BUY a car which has been off the road since before '98 (like my Dolomite Sprint, untaxed since '94) you will have to SORN it (or tax it) when you register it in your name.
To the OP, You can tax a car at the PO with only a green slip and retain the car in trade status. But I doubt you'd get the refund if you sold it on before the tax ran out, they wouldn't know who to send it to!
I'm sure I read somewhere that a car should only be kept in trade status for 6 months max, then it should be SORNED or whatever. However I have cars that have been in trade for years without any comeback from DVLA so it may well not be true - or it might just be plain un-enforceable!
