If already in this country walk away .It should have been registered as having arrived as a permanent import via the NOVA system. Failure to do this within 14 days is a £10 a day thereafter fine.

In a related, but not kinda situation, what happens when someone from another country brings their car over for their own use for < the 6 month time limit allowed, and then decides to sell it in the UK. Up until that point it wasn't an import, so would you just declare it imported from the date it goes up for sale, or would the owner have to physically take it out of the country and re-enter, declaring NOVA at that point?

Both very good questions to which I have no answer as not really my field of expertise . I do know that without a clear NOVA declaration you won't get a British reg from DVLA.
HMRC DO like the idea of £10 a day fine though ...A LOT.
I've only dealt with one that was a personal import( from France if I remember correctly ) , wasn't declared when it arrived , and the fine was more than the cars worth.

I had to export my French Seat ( and prove it, by giving boat details) thrn keep it out for a promised 3 months, in the very early days of NOVA.
I needed my MP to get the fine quashed.

We have just nova'd a motorbike, bought at an autojumble in uk, god knows how long in the country. We did it online. We just said we bought it last week and don't have the name or address of the person we bought it from We just put 'not known' in most of the boxes. don't say you brought it over! We had no paperwork, it had never been registered even in france. Got confirmation through that no vat is due and all is good Turned out nova is super easy. I really expected to get a letter and LOTS of questions and confusion.

A friend of mine bought an American pick up off ebay last year, the seller claimed he would sort out the paper work but then disappeared and it became clear he hadn't even tried to sort out the nova for it. My mate had heard all the horror stories of £10 a day fines ect and expected to be bent over for it as it had been here a while. After a fair few phone calls to DVLA and HMRC (the later being very helpful and the former being useless apparently), it's now sorted and all it cost him was around £70.

Unlike a friend who bought a car without paperwork. What he was give wasn't correct . He then discovered ( via me) all about NOVA etc and traced it back to the original importer. The importer promptly dealt with the paperwork and then asked for £1500 to supply it to the owner !!
Having been shafted with bent paperwork , not correctly owned cars etc in the past paperwork is king. I wouldn't dream of buying a non registered Yank import for so many different reasons.
