I have been reading up a lot on the problems people have with logbooks such as logbook loans and cars that have received tax free logbooks. How do you go about reporting it ?
For example if you bought a car and then found it should have a tax free logbook what can you do about it ?

Thanks for the link, thats to get the status of a pre 74 or whatever it is now changed to be tax exempt. If you have proof something has gone on with the logbook is it a matter for the police or would you contact DVLA first ?

I guess it's a case of contacting the DVLA first, that will be fun. I will have a good dig round on their website to see if I can find anything useful.

You can also involve the owners club who will have a DVLA rep. Plenty of post 74 tax exempt scimitars around

Are you suggesting that a car has been replated with the reg number off an older car to make it Road fund licence exempt which on the V5c will state 'Historic vehicle' if so this is known as 'ringing' and is fraud.
Or are you asking about avoiding paying VAT?

I'm guessing if a chassis number you found and the reg number from the old plate match (in the previous post) and neither of them match your logbook then I can think of a few reasons:
Its had a front/back/quarter/side cut put on from another vehicle and the area of chassis you got the number from came from that car, this would account for the reg number matching if it also had the panels from the same car fitted at the time of the repair which is quite likely. Not knowing what car it is I don't know if the chassis number is stamped in/ recorded anywhere else but i would be having a good hard look for any evidence of substantial repairs. I wouldn't be basing it solely on the alloy chassis number tags either, its not unknown for people to do a repair and fit used panels with the tags from the car it was cut from left in place, especially if the vehicle was never written off officially as the police wouldn't have had to come out and check it when it was put back on the road, locally they used to do this check in the 70's early 80's with newish (6 months to maybe 2 years old)/ high value cars - but I don't know if it was a national thing or not or only applied under a certain age/ over a certain value. By the late 80's they never came out to older stuff and we couldn't afford newer ones by then....
Been used/ registered overseas and brought back, rather than getting the old number back a new one has been allocated - not sure how this would work with the HPI check though.
Its been rebuilt into a new shell and re-registered - up to '82 they would allocate a current new plate and in the trade you used to be able to buy a shell at sensible prices - Could the chassis number you found have been on something that would be transfered over?
Someone has put the wrong logbook with the wrong car. No idea how but I guess if for example you have maybe a dozen red mgb's for breaking all stripped with the no plates off them maybe you could do that by mistake.
Someone has done something stupid and put the wrong plate back on the wrong car - I have seen this done innocently (well I assume so anyway), took a cortina in for a mot years ago MOT man pointed out it had 2 different plates on it, it turned out it had had a 2nd hand bumper and whoever fitted it left the old plate on, it had gone several mots that way too. To be fair it wasn't massively different and the year was correct.
I think the previous post gave the year letter and it was tax exempt anyway so it's unlikely to have had the plate changed for that reason. Have you checked if either of the registration numbers are taxed or tested currently and their expiry dates?
Perhaps approaching the previous listed owners would bring more details to light, or maybe an owners club forum giving both the reg numbers?
If/ when you are 110% sure of the ID and history of your car then get the DVLA involved.

Thanks very much for that long reply.
I think I have bought the leftovers. It's a kit car which is very rusty and rather bent but with my special 'I can fix anything rose tinted specs on' I bought it as a project. It should have been sold to me with it's original tax free plate but I got a Q plate.
DVLA have kindly offered to sort it out if I send them the logbook I have and all of the info I can give them but I don't rate my chances of ever getting one back again.
Thats why I was asking what to do, I had hoped someone had previous experience in how to go about getting the proper one back.

Sorry it was a bit long winded, I was trying to say that there are alternatives to the its nicked/ ringed scenario. When the DVLA local offices were open my local one in Sheffield were quite keen on getting rid of a Q and giving you an age related plate wherever possible, if you've got enough points to retain the original registration then it shouldn't be a problem. If its a well known kit then there is probably an owners forum or club who will be able to tell you if there is normally enough of the donors components used to retain the original vehicles registration. Also I think I may have some of those rose tinted specs, I really need to remind myself i shouldn't wear them 24/7
