Dash lights are the rheostat. Either it is turned right down or needs replacing or having a bridging wire soldered in.

It's her 35th birthday tomorrow. I might be up for a swap/PX on this for something interesting that's a runner with a decent MOT and over 20 years old. The coupe I was looking at is a dog, so a non starter.
