Those cutters in your link would eventually go through a cable but because of all the rubber/plastic in there you'd have to swing on them a bit. I've got similar and they work but take some squeezing. I always use a grinder because there's usually one at hand when I'm breaking a car.

Yep either a decent set of metal cutters or an angle grinder gets used here

I would use on an exposed piece of cable
I've given them a go so i'll see how that works out

My snapon branded knipex side cutters go through handbrake cables. as does my makita 18v angle grinder

Hi, the trouble is you're trying to cut a multi strand cable. It's not whether it will cut the whole cable but whether it can cut one single strand. It's the same with scissors most will cut card but it needs a well set pair to cut paper. I have a set of cheap old cutters that will do it, but another new pair won't. So it's just a case luck to a certain extent. When you come across a set try not to abuse them.

just the inner cable? hammer and a stout chisel will go through in one hit
inner and outer ? id go with bolt cutters
