Where the hell did the big hole come from!

This has gone way beyond the sort of rust i've ever tryed to sort out. I'know its an evil 'modern' but it needs MOTing next tue. The sale of this car in july when I'm 25 will probably fund my first RETRO mobile so please help.
I cant weld yet (though I have bought a welder) so how much is this likely to cost for a 'Bodge' plate over the top repair? and what prep work should I do first to make the job ready for them to weld straight on.
So far I have hacked all the loose stuff off and cut out the remaining scraggy fingers of metal to make one BIG hole about 80cm long.
Questions:
Should I cut it square to the pen line you can see drawn on or does it not matter?
How far back from the edges does the paint need striping off?
Should I stick underseal on the inside member or will this be likley to catch fire anyway.
Also there's the odd bit of outer sill still firmly welded to the seam, do these need grinding off or will they just go straight over the top?
I never relised rust could be 'so' hidden yet so severe! May have been a good eye opener for going looking at possible retro's. The aim here is to get road legal quickly and cheeply, the car wont have that many years left in it anyway and aint worth a lot.
