I've read through the HMRC website and cannot get my head around it or if it affects me.
I'm a private individual who bought a vehicle privately... furthermore I am living in Vietnam so cannot access the car or begin the registration process until the ned of the year. Am I liable to register the vehicle via the NOVA system?
Also it mentions that a declaration needs to be made within 14 days which is pretty much impossible for me from here.

I've just been through this when importing a car from Italy.
Before you can register the car with DVLA, you need to get it NOVA certified. If the car is being imported from within the EU, there'll be no VAT to pay; anywhere else and you'll have a bill to pay before registration.
Regarding the 14 day rule, I just adjusted the date the car supposedly first landed in the UK. I know it's not ideal, but had no issues with either NOVA or DVLA with this. I think as long as everything else adds up, you'll be fine.
Just fill the form in online, which takes ten minutes, and you should get an answer within a few minutes.

Oh, and private individual or not, you still need to get the NOVA certificate in order to register a car in the UK.

Email the NOVA team asap for advice. The apparent sting is £5 a day after the 2 week initial period. I got the impression it's a relatively small department in HMRC and they do have a human face. National Clearance Hub car team email address is ecsm.nchcars@hmrc.gsi.gov.uk
They should be happy enough to advise best course of action. If whatever you are trying to import doesn't "fit" the online system, then it can be done manually / paper application which takes a bit longer but allows some more flexibility.
I've recently imported a Scimitar that was registered new on Jersey, so should have been no real headache. But it was imported before NOVA existed and I had to jump through a few hoops to prove import duty had been paid on it's arrival a few years back. The longer you leave it, the harder it will be when you come to it! If you have a UK address you can put onthe NOVA application then I can see no reason not to do it?
The DVLA however. Whilst I am normally very tolerant of their services and have been impressed many times in the past. This time around...... hmmm. It was like a game of tennis, back and forth with the paperwork. My fault for not getting it spot on first time around, but you think they might try to get all the way down the check list to find which areas need to be addressed rather than punt it back each time.

Thanks for the advice everyone.
I've imported and correctly registered many cars and bikes in the past. However my current batch I bought before the nova system was introduced. For instance, my beetle was bought maybe 7 seven years ago!
As for paying tax... As far as aware all taxes were paid upon the vehicle landing. The car cannot be released from the port without all taxes and duties been paid so would I just provide them with proof of that?

You should have the printouts form customs showing the taxes paid. Otherwise get in touch with the relevant office whom issued them in the first place and hopefully they should be able to supply copies.
Mine was put onto the NOVA system based on the information scanned and emailed to them (NCH car team) didn't use the online system at all.

Well I emailed the above but to no avail.... I also emailed the shipper who invoiced me for the import duties/taxes etc for a receipt of payment... again to no avail.
I guess I will patiently wait until Monday and resend.

Ok the Datsun has been 'nova'd ...
The skyline however I cant for the following reason:
"If you are not registered for VAT you can only use this service to notify HMRC of vehicles purchased from other EU Member States."
I've read through the FAQs and other options but there is no information about how to notify them online :/

Mums are the best. Let it be known that even as a full grown man with 2 kids living on the other side of the planet, good ol' mummy strides in a saves the day!!!
I explained the situation to my mum and asked her to get in touch with the relevant department on Monday... less than a minute later I have a picture message on viber. It's only the NOVA approval that came in the post, turns out the shipper did it when I paid the import duties/taxes/fees to them!!!
