Phantom II? All the build records and service records are kept at Hunt House www.rrec.org.uk/Contact_Us.php they would probably be able to give you quite alot of info on the car. I recently did a recommissioning job on a 1928 Rolls 20/25 that had been in a storage since the 60's. We got hold of alot of the records for the car, including the orders to rolls for 7 Spirit of Ecstasy mascots from 1928-1935 as they kept getting nicked!

Probably stolen and exported lol I doubt that. The Rolls Royce Enthusiasts Club are likely to have it on a register somewhere, and factory build details are available.
