I live in a flat in some big Georgian buildings in my town, outside the front we have residents parking. Parking can be pretty hard at times, especially as some people in the day/weekends park there to walk into town, even though they’re not allowed. I came back mid-week last week and spotted a Saab Aero estate and it stood out like a sore thumb because it looked lower than stock. Turns out when I took a closer look it has three completely flat tyres. It has been in the same spot now for over a week and I don’t think it’s residents. What can I do about the car so I can free up a space?

Is car park part of the flats ? If so then it'll be the responsibility of whoever manages the property to sort out so simply report it them.

These buildings are in a row of about ten, there are around 8 flats per building. I live in No.16 and it starts at 15. I imagine It could be a number of different owners. I could call the owners of my building as a start then.

If it was really bugging me I,d get a pay as you go sim ring a local scrapy tell him you got a old Saab you want scraped and give him the reg and your new sim number. If he turns up and your not about no doubt he,l ring you to make sure just tell him yeah that it but I'm not going to be able to make it back for a while. Chances are it,l be crushed with in the hour.

If you suspect it's dumped then either contact the landlord or police. Tbh, you'll get a better result from the landlord.

firstly the car may have been stolen then dumped so call the police first and is it taxed? . it could be that the owner has had to leave it there because of a breakdown and although its been over a week they may not live local so getting back to it may have been a problem for them. I would not phone the breakers with a new sim card, if its been there for ages and the landlord and police don't do anything then i may be tempted but not after just a week

I called the police and they told me that it has no tax or insurance, if it was on the road, they’d have it. As it’s on private land I’d have to call the DVLA. Called the DVLA, the woman explained that the DVLA can’t do much about the car, why not try the police. So I called the police again, who said maybe call the DVLA and find out what they can do.
I asked a guy who lives in the building next to mine and he said he thinks it is the cars from a garage around the back of our place. He is a friend of the landlord and he allows him to park cars there. Since the SAAB appeared there are now two 5 series BMWs parked which haven’t moved in over a week, hard to tell how many more are from him. What a joke.

I guess if the landlord is allowing it then there's not much you can do.
IF, you have a specification for the flat you are renting which includes off-street-parking - i.e. it is listed as a feature of the property, then you could challenge the landlord on that point. If he is allowing someone else to use the spaces and the effect is that you no longer have access to off street parking he is then taking money for something which he isn't providing - which is illegal.
