Sorry but insurance is probably going to be expensive on anything at 17 so my advice is save up the pennies to buy a 1.6 or 1.8 when you have a couple of years driving experience and no claims behind you. Maybe find a project to restore during that period. In the mean time what about a 1.1 Polo ? The breadvan types are good fun.
If you insist on a Scirocco at 17 then it might be worth joining the owners club www.sciroccoregister.co.uk/ and asking on their forum about where to find a 1.3. One thing to be careful of is a larger engine car that has a 1.3 swopped. Insurance companies often go by the original specification so even though a 1.3 if build as a 1.8 then that is what the VIN will come up as on the computer so premium will be priced accordingly.
