Hi all
theres a car I have driven past for the last 4+ months. It has no number plates on it, flat tyres, looks a bit ragged and put away wet to say the least.
Now, aside of the above it's in good shape and complete. I can't tell if it runs or not
How do I go about finding the owner, or if it's dumped how do I go about "adopting" it.
Obviously it it could be stolen, but it's a mile from the police station and stands out like a sore thumb

apply for v5, get v5 and remove said car. then fix and use or sell.

Have you thought of dropping by the Police station and asking if they know anything about it ? I found a Mini Bug that way - desk sergeant was very helpful. Then there is the land owner to ask - they might want it gone.

I think you can go to the council too, sure you can fill a form in and get it, well worth a check at the local council office.

It's on the street, not on private land etc. hence why I thought the police would have removed it.
How do I apply for the v5? There are no plates on it and no vin Number I can see in the window etc. it's locked so I can't open the bonnet etc.

IIRC there was a large thread about this on here a year or two ago. It ended up, the only safe and practical consensus was to stay well clear. There is much danger of financial loss and avoidable court action, which isn't worth it unless particularly rare.

i would think someone had removed the plates etc for this reason. from the old thread basically if you take the car (v5 or not) it's still theft - and the original owner can pop up whenever and demand it back.

Even if you did get the V5 for it that doesn't make you the legal owner so if the owner should reappear at a later date he has every legal right to get his car back even after you have spent thousand s restoring it.
something I and other friends have done before is apply for the V5, but you do need the reg number, and when it arrives you trace the previous registered keeper using the details that will be on the V5. Or knock a few local doors to ask if anyone knows about it.
I'm surprised that it is on the public highway without displaying plates or RFL but hasn't been towed by council or DVLA.
