I've had excellent results with just 400grit, plastic primer, then two coats of paint.

Just discovered a product called Plast5. Your plastic bits need a quick rub down with scotchbrite, degreasing and a couple of light coats with this stuff and it comes up like new.
Just done the bumpers and exterior trim on an Alfa 75 and the result was stunning.
If the plastic has been painted previously, I'd expect to have to remove all traces of it.

remove all the old paint if you can.
Use a plastic primer.
If you are spraying with a gun get the paint factor to put plasticiser in the paint (aka flexing agent) if the plastic you are painting is at all flexible.
