I'd be nervous about doing a post war car into wartime guise. Even one with a prewar look to it. But it could look cool.
Personally I'd leave it black, put the covers on it, paint the edges of the wings matt white, paint the bumpers and hubcaps flat silver and stencil "Official Vehicle: Warmington Upon Sea Home Guard" on the doors in letters about 0.75" or 1" tall.

Yup and also since I spent loads of time repainting the wheels and they are now nice and shiny I'm not too keen to bosh them over in matt green ;D

Then you could have like a notice, with a photo of this guy: And the slogan, "You must be at least this cool to ride ma whip" And ont he back you could have a logo "Not just low, Arthur Lowe" And so on.
