The Mini track is about 4" narrower than the 1100's but this would obviously allow for some nice tucked under but reasonable width wheels. A standard 1275 Mini engine would give a car that performed the same as a normal 1300. Later minis took 13" rims too so the suspension could manage. Or you could go for a 10" roller skate look
The obvious major work required would be to modify/fabricate new subframe mounts and to hook up the steering but this would probably be easier than re-engineering each separate corner to take proper wheels and tyres.

I had a similar idea in mind as I wanted to get rid of the Hydro-fantastics, but that was until I found out the subframes weren't the same.
