I worked at the biggest FSO dealer in the Country. I can concure with the quality of new cars that left the factory with bits missing being the norm. When we raised this with the Factory they simply said they never had quality issues ever. What you need to remember they had to be on a waiting list for years in their own country to get one, so when it arrived they were so happy if it had wheels that things like windows jammed up with wood were seen as character.
They were desperate to get foreign currancy that they sold everyone to the UK at a reported loss. They were so cheap for us to buy, IIRC £1400 for the 125p, that we stripped new cars for spares as they were worth more in bits than complete.
Once you had sorted them, they were robust but so awful to drive. we made a fortune on these, selling then with a sunroof, vynil roof, chrome hub caps for about £2500.
