Just got this Vosa update which may be of interest to someone, a lot of the new testable items which were brought in over a year ago but just resulted in an advisory will from 20th March result in a fail.
From Vosa - Changes to the MOT test
The legislation to enable the changes required under Directive 2010/48/EU to the MOT test for Classes 4, 5 & 7, will come into force on 20 March 2013. Plans are now underway to enable the items (added to the inspection manuals in January 2012), which are currently being advised, to become fail items from 20 March 2013 where defects are found. A range of informal and formal communications is in place to ensure that everyone who needs to be aware of the changes will be informed.
Other changes affecting the MOT test, include minimum service brake efficiency requirement for (passenger vehicles with no more than 8 passenger seats increasing to 58% first used on or after 1st September 2010 and amendments to the imbalance requirements (30% across each individual axle) are to take place in July. The final change adding the country of registration to the test certificate will be in place for 2014.

Does not really cover older cars though does it.

The brakes thing might - some older cars struggle to achieve their brake weights and imbalance is a big problem on cars with front drums. Testing stations with computerised brake testers are finding that they are having a huge increase in failures for imbalance than they did with analogue brake gauges.

Is this not a good thing?
most of us tend to upgrade the brakes anyway..

It's the handbrake efficiency and the brake balance, doesn't matter what upgraded bits you fit they could still fail.

Will it be possible to have your car tested in another country if you happen to be there? Please tell me more!

As I read that it looks like the balence requiremnets are for cars after 2010 Definitely looks that way, and if so then i would hope a car that was only 3 years old DID have better than 58% braking efficiency.

The brake requirements are probably changing due to newer cars having far better braking capabilities then say a 1999 car. Maybe they've realised that the current efficiency, on a modern car means that the cars brakes would/could pass when the condition of the car is 10% rather than 25%
|

Its true a lot of the new brake requirements may not affect a classic, but there are several changes from advisory to fail that will, I think it includes things like split ball joint boot/covers, air bag lights, tow bars and electrics, wiring security and rear cv boots if the shaft forms part of the suspension + a few more that i cant think of just now.

split ball joint covers are already a fail, insecure battery, worn engine mounts. think tow bars are already testable and its the newer ones with 13 pin connectors.

I know some of this change has caused a bit of an issue with some as some of the new testable items have been included in the inspection manual and gave reason for failure, and some testers have failed vehicles for this but it would appear the legal legislation to back it all up hant been sorted until this March,

The country of registration bit is because the new rules should bring us in line with the rest of Europe so the plan is that an MOT in done in France on a British car will still be legal in Britain, so you shouldn't have to drive all the way back to england to MOT it if you are abroad for a length of time. or something like that

If I MOT my Uk registered car in France (called a CT there) will it last 2 years -like theirs?
