Your picture only covers up the decorative bezel. If that's the case, then no problem at all.
If on the glass, it would depend on whether a tester decided that it reduced light output

It will be on the glass. Saying that, I have access to a vinyl cutter so I could peel it off for the MOT and re-apply. It might look rubbish anyway!?

Of course the thing other than legality, is how much your light output is actually reduced. Laws are there for a reason, afterall.
Without knowing exactly what headlamp you're doing it to, I think a better (read: safer) solution would be to paint any non-reflector/lens parts black and look at fitting crosshairs to darken it up without actually altering light output.
EDIT: that said, a 6mm ring is unlikely to have a massive effect on the light output of a 7" headlamp

MK2 golf, I'm not really feeling the crosshaired versions, they look a bit too chav for the way my golf is going.
I think I'll stick with 6mm and if a copper stops me I'll just peel it off, can't see it'll affect output too much either.

You'll be fine mate, I can't see the 5-0 even noticing it let along getting their knickers in a twist. The very outer edge of the lamp doesn't do a lot of "projecting" either so it shouldn't make much difference to the beam

MK2 golf, I'm not really feeling the crosshaired versions, they look a bit too chav for the way my golf is going. I reckon the biggest problem with most VW crosshairs is they aren't proper 'crosshairs' as used in the proper Hella lights. All the VW ones I've seen have just been a shallow black cross mounted behind the lens whereas a proper crosshair goes all the way back into the reflector bowl to stop light spilling between each quarter section. (if that makes sense?) Basically, the VW 'crosshairs' just look like someones stuck a thin dark cross in the middle of the light. Proper crosshairs actually make the whole light look a lot darker and it's only when you look closely that you see the crosshair itself. Either way, as Cobblers says, a thin band of vinyl won't affect it much at all and I dount you'll notice any difference. I reckon general road dirt build up will have a far greater impact on light output than a 6mm band of black.
