Starter solenoid or motor. When you turn the car over it usually isolates all unnecessary draw on current, directing everything to the starter. If the starter solenoid is jamming then it is continuing to isolate everything, killing your windows.
Its a theory, but something on your starter circuit is playing up.

Sounds to me like a dodgy connection at one of the battery terminals or battery earth strap.

the starter was working perfect this morning normaly they go slowly and you notice it there is 12v going to the starter aswell, the wierd thing is the electrik windows work untill you try and tick it over then there stuck, but it still can be bump started :/ it went in to a TA gurage to try and fix this problem it had them all baffeled they took the starter off and tested it and it was all fine, put it all back on and it was all fine worked for 2 days fine then back to this stupid problem :/

that is a weird one. Though from what you have said it sounds like it could be the ignition switch. Most ignition switches have two lives when you turn the key, one powers important stuff like the engine, the other for aux equipment like the windows. When you turn the key to the starter position the aux live turns off then comes back on when you let go of the key(or should do). i would be checking that you have a starter feed from the switch and that both lives are the before and after you try cranking.

my mates e36 did the same thing, something to do with the ignition barrel he took it to pieces and uses a scredriver in one half and the key in the other and it works fine now :S rewiring it to push start this weekend tho

If its anything like my E39, 2 things spring to mind, there is a switch module at the bottom of the ign barrel that can play up, and what may sound like a stupid question-- is the heater motor playing up?? on my E39 the heater would faff about, then all of a sudden the car was a pain to start, turns out to be the heater control module (Hedgehog) it runs the heater fan independently of ignition control, so the motor would run, at will with the car parked flattening the battery,

Are you sure it's not the switch at the back of the key/barrel?

Actually, after a rethink and hearing the barrel possiility, i'd be inclined to retract my statement. Sounds like an ignition barrel issue than a starter issue....

Might be time to go and find the man with the OBD box and let him have a rummage in the codes,

I would go for ignition barrel but the electrics going mad is a symptom of alternator failure. Happened to me on the t5. No warning lights just went mental and died or if your ignition isnt turning off or on properly and is draining the battery? get your alternator checked out as well to be on the safe side but if you had trouble with the ignition in the past then there you go.

Forgot to mention the ignition stage on the starter cap is sprung so there's more resistance when turning it so if its worn it will slip past it.
