sunroof drains being blocked will be the cause of the puddle, chances are the join between A-pillar and scuttle will be rotten through and through too. This is a fairly tricky repair, windscreen out and lots of fabricating.
cutting out could be the carb - just whap a weber on. unless it's injection in which case problems with the k-jet system can be very time-consuming and frustrating. when they work they work, when they don't they're annoying!
i'd not bother unless you really like the car, I doubt it'll be an easy-fix-and-drive job. you can find a much better car on the bay for double figure prices.... my pretty good nick Storm, with a great engine and hardly any bodywork issues, good leather, rare car went for £450. A Golf with leather and all that of the same year would be £1000+
