I have a singal port external wastegate which i have shimmed and it now opens at 1.2 bar which is the exact required boost. It opens with no vacum line attached at 1.2 bar also as the gasses overcome the spring.
My question is do i need the vaccum line with the bleed valve if the spring is shimmed to correct boost pressure?

As you've supplied exactly 0% about what type of wastegate this is, or any details of your setup... I'm going to guess the vacuum port, was to enable the wastegate to open when the throttle's closed (bypassing the turbo, giving better idle conditions, and increased economy at very light throttle/partial vacuum)
Shimmed out to 1.2Bar, the force given by the vacuum side won't be enough to overcome the spring, so would do diddly-squat anyway
All this is total speculation... pics and more info needed!

The signal line should come straight off the compressor housing not from the manifold . Normal practise is to set spring pressure at 50-60% of peak boost so the bleed valve or solenoid can effect boost pressure . If you have a spring that starts to open with 1.2 bar then feeding boost down the signal line will increase pressure even with the bleed valve open . If 1.2 bar is the limit then I would use a 0.8 or 0.9 and use the bleed to get to 1.2 bar
