Got some new TRE's for my Minx, they've come with the boot on with the lower spring clip installed. They're greased. For some reason the top clip is left off... quick bout of paranoia... why did they do that?
Might add a little more grease but there's a good amount already..

Don't think so, top clip isn't one you could add after. No matter, I popped the boots off and put a bit more grease in there.

To be fair the top are a pretty tight fit and when on the car will not come off unlike the lower ones which have more of a chance of doing so.
